TXOGA Announces Senior Staff Promotions

AUSTIN – Texas Oil & Gas Association (TXOGA) President Todd Staples announced on April 5 the promotions of senior staff, naming Shana Joyce and Tulsi Oberbeck as Vice Presidents of Government and Regulatory Affairs. Joyce and Oberbeck have served as directors in these positions since 2018.

“Oil and natural gas fuel modern life, and this industry plays an indispensable role in providing affordable, reliable energy to our nation and world, so we need skilled and knowledgeable advocates in the Texas Capitol and before key regulatory agencies,” said Staples. “TXOGA is fortunate to have an outstanding legislative team with years of experience and established relationships that help keep this crucial industry growing and serving Texans. Shana and Tulsi are highly capable and integral to our Association and its members, and they are central to our efforts to support sound, science-based policies and free-market principles. I congratulate them both on these well-deserved promotions and look forward to our continued work together.”

Joyce previously served five years with the Public Utility Commission—Texas’ regulatory authority on electricity, telecommunications, water, and utility services—as the Senior Policy Advisor to former Commissioner Brandy Marty Marquez.

During her time with the Commission, she advised the Commissioner on corporate mergers, electric and water utility rate cases, contested transmission line cases, and ratepayer outreach. Before her time at the Commission, Joyce served as a Policy Advisor to Governor Rick Perry in the Budget, Planning, and Policy Division, advising on military, veterans, and alcoholic beverage policy. Joyce earned her bachelor’s degree at the University of North Texas.

Oberbeck previously worked in the Texas Senate for both Chairman Kip Averitt and Chairman Tommy Williams on various issues including natural resources, transportation, and Articles IV, V, and VI in the budget.

Prior to joining TXOGA, she directed the legislative needs of the Texas Water Development Board. While at the Board, she advised on various water policy matters, including the implementation of the State Water Implementation Fund for Texas, regional water planning, flood protection planning, and groundwater management. Oberbeck earned her bachelor’s degree at the University of Texas at Austin.

“All Texans benefit from a strong energy sector, and I am honored to advocate for the oil and natural gas industry,” said Oberbeck. “In this new role, I will continue to work to create solutions that strengthen our energy security while protecting the environment. Oil and natural gas are indispensable to meeting the needs of our daily lives and I am proud to be a part of TXOGA.”

Founded in 1919, TXOGA is the oldest and largest oil and gas trade association in Texas representing every facet of the industry.
