Houston Public Works has appointed Christon Butler as the new Deputy Director of the Houston Permitting Center. Butler was Acting Deputy Director since July 2017.
The Deputy Director of the Houston Permitting Center (HPC) oversees pre-development, plan review, permits, inspections and enforcement of the City’s building and development codes. HPC is staffed with a trained workforce of over 600 employees and operates with an annual budget of nearly $85 million.
Butler has an extensive background both in the public and private sector. He has worked for the City of Houston for 11 years including with the Mayor’s Economic Development Office and the Housing and Community Development Department. Prior to joining the City of Houston, Chris worked in private development as a Project Manager with Friendswood Development Company and as a Construction Manager for Lennar Homes.
Butler graduated with a Bachelor of Architecture and a Master’s in Community Development both from Prairie View A&M University.
“With Chris’s leadership, the Houston Permitting Center has begun a transformation,” said Houston Public Works Director Carol Ellinger Haddock, P.E., “while there is still much work to be done, a system that was fraught with complaints and limitations, both internally and externally, has been revived with a sense of teamwork and partnership with the community to navigate the regulatory landscape of permitting.”
The appointment of this position is the first critical piece in rebuilding the leadership at the Houston Permitting Center. Over the next two months, Houston Public Works will also be selecting a Building Official, City Engineer and the Administrative Director for the Houston Permitting Center.
